i would only like to use:
eyeliner, mascara, foundation, and eye shadow.

Hair: loosely curled and add in some hair accesories like bobby pins with rinestones on them or a pretty head band. and use hairspray that also adds shine.
Face Makeup: for minimal foundation try using a tinted moisterizer with atleast an SPF 15 and then dust on some loose powder. try brands like physicians formula, covergirl, maybelline.
Eye Makeup: dust on some pretty gold eye shadow from lashline to brow bone, and along the lower lashline. then apply a dark golden brown from lashline to crease. then apply black eyeliner on the upper and lower lashlines. next apply two or three coats of black mascara on upper and lower lashes. use waterproof liner and non clump volumizing mascara. try brands like: maybelline, nuetrogena, revlon, covergirl.
and for a softer look for the eyes try just wearing the pretty and sheer gold eyeshadow without the dark golden brown, unless you want a more smokey eye look.
Lips: first apply chapstick then apply a light rosey pink colored lip gloss.

Match the style of your dress with your makeup and hair...retro,princess,goddess like,sexy etc...
If I wore a pink princess style dress with a smoky eye or if I had a goddess style dress with retro style makeup imo that just wouldn't work.Its about the style of dress.But if i had a simple dress I might wear a bit more makeup(its all about balance)... I think since your dress is bright go for warmer colors(i wish i knew the style of your dress).Dont wear matching purple/magenta eyeshadow ha! IMO I think its tacky when people match their outfit colors with their eyeshadow.
If you wanna wear minimal makeup that's great. keep it simple with a neutral/natural eye and lip.Doing that is basically fail proof cuz it works with any dress....and I also think you should consider a bit of blush or bronzer just to warm up your skin.
I think loosely curled hair would look pretty.
For your makeup:
Black eyeliner and mascara.
If you want minimal foundation, you can try using Physician Formula's loose mineral powder. I really like it because it's light, but still evens out the skin tone.
